i have small dry rashes on the face and small bumps on my neck. neck portion looks like a lot of bug bites. it happened all of a sudden. is it allergy?

Cannot say: Rashes often require a direct exam for their character & distribution to begin the process of a proper label. Those localized to a single region are more likely from contact with a local agent. Those that are more generalized may be foods or general contact. It may be something different.
