Correlate with food?: The best way to know if your symptoms are due to food allergy is to have a diary and write down the foods with worsening of the rash. Rash limited to legs and neck area alone are not usually caused by food allergy. Rash on area of contact and if it is recent you may suspect contact allergens such as poison ivy. It is not likely related to thyroid problems. Seeing an allergist is an option.

Visit your allergist: Symptoms of food allergy can be varied and usually aren't limited to your legs. I would have the rash evaluated as it may be eczema and topical therapies will be useful. Food allergies are not related to thyroid dysfunction, although skin changes can be related to thyroid disease.
