Not likely: Chondromalacia is a condition in which there softening and damage to the cartilage most commonly of the knee cap generally following injury or over use leading to pain clicking giving out of knee low neutrophils count is a blood condition where the count of the blood cells that are responsible to fight infection in your body are low in number for some reasons not related hope that clarifies it.
