No: Liposuction is usually charged by the area. Some common ways of breaking up the areas into distinct sections are: hips, flanks, abdomen , arms, legs, neck etc.

No. Some doctors charge by area. Some charge by how long the procedure will take. I am not aware of anyone who charges by the pound directly, but the larger the amount removed, the longer it takes.
