American Academy: Of pediatrics recommend whole milk at 12 months old to avoid increased risks of iron deficiency anemia and allergies. Infant formulas should be given till then.Although, whole milk can be given as early as ten months old.

Worth waiting: Cow milk is designed for cows.In the era when it was used as a formula base/substitute it was boiled to break up the protein some and make it more digestible.Straight cow milk can actually produce intestinal bleeding when given in enough quantity to substitute for formula or breast milk.After a year the intestines are more mature/tolerant, but excesses can still cause anemia.
