Diabetics have: Compromised blood flow as part of the illness no matter how well controlled. Add other conditions such as smoking and obesity and the arterial flow and thereby tissue oxygenation is further compromised. Oxygen is necessary for adequate wound healing as are a multitude of other conditions. Deprive the person from one of these and healing is impaired or delayed.
