See an ENT: Treatment may have been ineffective and may need surgical intervention. If the hearing is so low in the ear it needs quick treatment or it become permanent loss.

Not normal: But it happens at times, just make sure to follow up with doctor in the next 2-3 weeks to confirm resolved, may need further testing or treatment if hearing doesn't return. Should go back in sooner if symptoms worsen or change.

Maybe: With an ear infection and the congestion and or infection with or inflammation that may occur, you may experience decreased hearing, but eventually with medications (that may include a decongestant), your hearing should return. If it does not after treatment, than you need to see the dr. Again. Bet wishes.

Second opinion: Depends upon longevity and severity of your issues. If you have been on the antibiotic for awhile, maybe you need another type of antibiotic or possibly consider another opinion- ENT specialist?
