Depends: Ice is good on acute injuries to decrease the inflammation, like when an athlete sprains an ankle. Heat promotes blood flow to the area in order to help healing. Depending on the cause of your calf swelling will dictate which would be more helpful. Many times if both calfs are swelling it can be from decreased venous return and therefore leg elevation, and compressive stockings can help.

Depends needs exam: You could have something as simple as a muscle contusion, but you need to be checked for possible signs of phlebitis or circulation problems. If there is trauma it is probably less serious. But a warm swollen calf without injury could be indicative of a clot and needs immediate treatment.

Enlarged lower leg: I assume we are talking about a baby cow... The area of which you are referring to, are the 2 muscles that make up the posterior of the lower leg. The larger gastocnemious muscle and the smaller soleus muscle together are referred to as the calf muscle. Swelling could be due to trauma or any number of origins. They attach to the achilles heel tendon.
