Yes.: You could have ADHD without the "H" and have all these symptoms. You might also have an underlying mood disorder. Children with emerging bi-polar illness often first present with one or more of the Attention Deficit symptoms, plus mood issues. Go to a child psychologist for more info if you are younger, or someone trained in this area if you are an adult.
