Unlikely: The aorta subdivides at the pelvis or lower abdomen into the iliacs and at the groin become the femoral arteries that goes through a sheath at the front part of the leg at the groin crease itself. It will not pulse outside on the outer part of the thigh. See your doctor and be examined and they can tell you what it is.
