Generally not: This appears to be an unusual reaction to the testing, though i don't know the specifics of your condition, so please don't take this as an absolute. It is not typical to get tremulousness from an emg, ncs or the positioning necessary to carry out the test.

Yes: The EMG test is to diagnosis neurologic problems. You certainly have muscle/nerve problems if your legs went into spasm on the examination table. I hope your physician was able to give you useful information from your test, referring you to those who can help with your problems. The test is accurate regardless of "feeling it" or not. Keeping feet warm during testing is recommended for comfort.

Anatomy: A localized foot spasm secondary to the EMG process would raise suspicion in my mind of an upper motor neuron problem either as a cause for your symptoms or an additional component of your problems. There are many excellent neurologists where you live. Discuss your situation and get this pinned down, .
