Probably not: First, neck vein distension can be caused by many things, only one of which is heart failure. Second, if it were due to heart failure, it would likely be on both sides, and then would reflect problems on the right heart. But since the most common cause of right heart failure is left heart failure, neck vein distension is a sign of heart failure. But not likely in you. Talk to your own doctor.
