See a physician: You should not try to "cut" anything out. Since you have failed your home therapy, you should certainly see a physician to properly evaluate this problem for you. It is likely that you are just unable to safely and reasonably remove the foreign body if there is one. You doctor can anesthetize the area and remove it quickly for you.

Have it looked at: Rather than continuing with the suicide-surgery missions...It might be better to get it looked at. Cannot say without seeing it, but perhaps it is a wart, which would explain its recurrence if not properly removed. See your dr or a dermatologist for professional opinion and care.
