After puberty: The long bones fuse and can no longer grow to increase your height. Using a shoe lift is an option to appear taller.

Platform shoes: At 23 your growth centers are closed and you will not grow taller.If you have lots of money and a couple of years to kill there are some leg lengthening surgeries practiced in some countries.These require more than a year in repeated surgeries and rehab. There are no exercises or meds that will make you taller,Hormones cannot make you taller after growth centers close.
