Yes and no: Allergic diseases may or may not be accompanied by elevated eosinophil in the blood but eosinophils are often elevated in external body fluid (sputum, nasal mucus) where the disease process is happening.

No: The vast majority of people with common allergies (food, pollen, animals, others) actually don't have increased eosinophils. This is a "pop" notion. And don't fret about not having them counted on the machines -- many people have zero counts and it depends on the lab.
