Spot: Dermatologist or oral surgeon. If no os then specialist at local dental university. Most likely nothing but best to have it checked.

A Few Options: There are several medical consultation options. An ENT, dermatologist, dentist, oral surgeon, or oral pathologist (hard to find) can all be helpful. I, personally, would begin with an oral surgeon or ENT. This is because if the diagnosis is not immediately apparent, either of those two are surgically trained, and they can biopsy the spot on your son's tongue for definitive analysis.
