Yes, they can be: Your peripheral balance center is in your ear and is where people most often develop vertigo from. There are some really amazing canals in our inner ears communicate with our brain to let us know where we are positionally. While hearing loss isn't related to this, many other inner ear issues can be related to balance issues.
