can a pin head size dried stain of blood be tested for hiv and hep b? what's the technique / test called? if not, how much is needed?

Infectious Disease: No testing would be done on a dried stain of blood. I know of no lab or process that would test such. And a dried stain of blood would not be contagious for HIV or hepatitis.
