Bought electric hair clipper from target in us. kept in box for 5 days for covid. the clipper looked new but to be sure i sprayed it with 65 % alcohol before use. got 2 small cuts on neck with very little speck of blood. any hiv or hep risk?

No risk of hiv : Great news, getting a small cut from a brand new hair clipper would not have any risk of transmission of a blood-borne pathogen like HIV or hepatitis. Sounds like you did a good job of cleaning it. Nevertheless, any wounds have the potential of developing a bacterial infection so definitely keep it clean and look for signs of increased redness, warmth or pus production
