Length of teeth: There is no recognized specialty "cosmetic dentist". It is nothing more than what some dentists call themselves. Having said that, teeth can be shortened somewhat by trimming off the edges and the length can be changed to some degree by cosmetic bonding, the use of porcelain laminates (veneers) or crowns; crown lengthening. There are limitations.

Almost Always: Lengthening teeth is easy to do if there is enough space between the upper and lower teeth. However, sometimes that's not the case, so it can be a bit more complicated. But, with clear communication of your goals and a discussion of any possible limitations, and with proper planning, it's usually possible to get a great result which can last a long time.
