Remove cyst: You could see if another drainage attempt might work, but, it sounds like there is pressure on a nerve and removal of the cyst may be necessary to preserve the nerve. Speak to podiatrist or orthopedic specialist soon.

Surgery?: Ganglion cysts most often do not respond to aspiration. Sounds as if the cyst is putting pressure on the sensory nerve to the dorsum of the toes and areas of the foot. Are they sure its a ganglion cyst? If symptomatic would warrant surgical excision. See a orthopedic surgeon or podiatrist.
