Best time..: ...Is when the infection is under control. This timing will vary depending on the location and severity of the infection. The decision will be made by your dentist or oral surgeon.

Abscessed tooth: I personally prefer to remove hopeless abscessed teeth as soon as possible, especially when the patient is in pain. There are certain medical conditions that require the patient be on prior antibiotic coverage. If it's a front tooth that requires aesthetic temporary replacement, that may play a role in when to extract. With severe acute infections, prior antibiotics may be advisable.
