No: Tetanus immunizations are generally good for 10 years. Patients with wounds requiring suture repair in emergency room. Generally will receive a booster after 5 years.

Possibly: Depends on his past tetanus booster. A good idea due to probable contamination of the site by nature of cut on metal and dumpster. Would go to your primary md and request examination and their recommendation. Better to be safe than sorry. Keeping the wound very clean with dilute peroxide (50:50 with water) and cover with antibiotic ointment should be done. See your local md.

Yes. Contamination: Any contaminated cut/wound should be covered with a tetanus shot, especially if it has been longer than 5 years.
