6 year old doesn't seem unwell or have a rash now but has complained of bright light without his glasses on, and has been rubbing eyes should i worry?

Probably not: But you should have his pediatrician take a look at his eyes. Simple allergic or viral conjunctivitis causes increased tearing which blurs lights making them appear brighter and scattered. The itching caused will make a 6 or 60 year old rub their eyes also.
