2 year old, high fever, cough, ear & throat infection. dr says its viral and given aspelone and toberex. now had red pinprick rash around eyes. why?

We call these tiny pinpoint red spots coughing peteciae.(a tiny break in a capillary) The location is specific. They are not cough related if they are located from mid-chest down the body in an upright kid.
