Yes.: A good history and exam can tell whether you need further imaging. Sometimes a good exam cannot be performed on a very painful knee.

Torn meniscus/acl: Yes, you may have both. Unfortunately, it may be virtually impossible to diagnose both if present at the same time without further imaging.
