Prurititis: Itchiness with a rash is termed pruritis and can occur for no systemic reason at all. First attempt to treat it with an over-the-counter antihistamine such as zyrtec (cetirizine) (no decongestant needed) to see if taken regularly, your itching improves. Sarna lotion is a non-steroidal lotion which can be used as well. If no sucess, see your dermatologist. He/she may need to check some labs.

Cream on wet arms: Without knowing more, i'll guess that the itching on your arms may be from the dry skin of winter. Some people receive relief from washing with a wash cloth using moisturizing soap, rinsing, and then putting moisturizing cream on wet skin where the itching has been occurring. If this does not work well, then consulting a dermatologist would be appropriate. Good luck.

Protect: Avoid things that make you break out, soaps ; wetness. Wash your hands only when necessary. Wear gloves when needed. Wear clothes made of cotton. Bathe only with a small amount of mild unscented soap, such as dove. Keep the water temperature cool or warm, not hot. Use the medicine your doctor gave you. Use a plain moisturizer daily. Avoid scratching or rubbing the itchy area. Manage stress.
