Very unusual: Laparoscopic surgery is performed within the abdominal cavity. Have no knowledge of any surgeon using a laparoscope to repair a hydrocele which is located only skin deep in the scrotum. Unclear what you mean by "cock jumping time". Suggest you see a different urologist if this is bothering you.
