Soy: Soy milk is relatively cheap, it comes fortified, and has many more vitamins and protein content that alternative milks like rice milk. Save those for extreme cases.

Cow milk alternative: Although more expensive, you may continue with the same formula that your child is currently taking. Available alternatives are - soy, rice, almond, goat, etc. Please choose one that closely matches the calories and percentages of protein, fat, vit d and sugar found in regular milk. You may also just ditch the milk, give adequate water and provide the missing protein and fat from other foods.
