Depends: Pruritus ani , hemorrhoids, fissures and fistula can also cause blood when wiping. Each is treated somewhat differently and so a specialist is best to get evaluated by so as to make the correct diagnosis. I assume that you are not having blood mixed in stool or in the water. Either way see a colorectal surgeon for a thorough evaluation.

Yes: Seeing some bright red blood is okay because it is most likely hemorrhoids. If it is different you should have it checked.
