You could, but,: Yes, you could call 911, but should you? Calling 911 for a toothache will likely not provide much help in alleviating your pain. Your best option would be to call a dentist who can diagnose and treat your problem.

No: Call a dentist instead. 911 is for life threatening emergency, not tooth aches. An emergency room will treat your pain but not the dental problem. Many hospitals do not have dentists in the er.

Of course: Call 911 for all medical or dental life threatening emergencies. In some instances, it is more appropriate for you to be seen in an emergency room rather than in the dental office (e.g. cardiac "toothache").
