Need another xray: Depending where the break was it's possible that when the broken bone healed it healed in such a way that it interferes with the normal functioning of the joint. It depends if the fracture was close to the joint space or not.It might not be bending because you need therapy you need to join to stretch and work loose. Its really not possible to answer this question about looking at another x ray.

Broken toe: Without seeing your first x ray that is impossible to predict . Many things can happen to a fracture - malalignment, poor or no healing , residual pain, to name just a few. You need to see your podiatrist - explain you have no insurance - for help and guidance.
