Possible,,,: Lung cancer can result in superior vena cava syndrome where the big vein that goes from your head to your heart is throttled by the cancer, resulting in a bulging neck vein. So it can be felt.

NO IT IS IN LUNG: Lung cancer is in the lung and not in the neck and unless it has metastise in the lymph nodes in neck, you can not feel anything in neck lung cancer is a cancer in the lungs and you can not feel in the neck.
