Please tell me if it is possible to get over the effects of being picked on and teased in high school?

Absolutely: High school can be a cruel place of bullying and making fun. If you are having continued problems from this in adult life then seeing a therapist to discuss the issue could help. It is always good to remember that the people that pick on you only do so because they feel so bad about themselves that only by putting someone else down can they feel better about themselves. It is not about you, EVER.

Absolutely: It is definitely possible to get over the effects of being picked on in high school, and is essential to happiness and success in life. Whether someone was picked on in high school is definitely not related to the potential of that person (eg. Duchess Kate of England, myself). It is important to leave what happened in high school in the past and concentrate on the here and now, and the future.
