Can you tell me what can blood glucose level of 75 mean?

Context: A blood glu always needs to be interpreted in context. Fasting? Post-meal? In a diabetic in insulin? When was the Insulin given? Etc, etc. However 75 mg/dl is a value that is quite normal and would be found in a normal person when fasting.
