Bone or gum?: Your question probably indicated the bone resorption in the area of nonfunctioning. As with everything else, nonfunction will inhibit blood flow and undernourishment of the area. Poorly functiion will speed up the resorption rate of bone in the area. As bone resorps, the gum will follow.
