Yes: When teeth are fully bony impacted and not communicating with the oral cavity, sometimes they are left in place if there are no symptoms.

Yes: There is a large population of people who have impacted or unerupted wisdom teeth. Some patients know they have impacted or unerupted teeth, but chose not to have them removed. There is probably a large number of people who do not know they have an impacted tooth or teeth because they have not been to a dentist, or the teeth were not visualized on the smaller intraoral x-rays.
