My ear is clogged, i can hear a slight ringing. when i try to clear it w/ water, i can hear again but it goes right back. now i am slightly dizzy.

Examination: You probably have a wax impaction. This can loosened with a dissolving drug like Cerumenex and can be removed by direct inspection with a cerumen spoon or a water jet. Don't try to do it yourself as you're likely to force it and wedge it in ever farther. Vertigo is common with this and will subside after you're treated.
