Folliculitis: This is a common problem with a dirty or un-sharp razor. You need to clean or change your razor, not shave until the sores are fully healed, stop popping these kind of lesions (doctor's never understand why humans keep doing this when every one says not to do it). And, if the sores get worse you may need antibiotics.

Ingrown hairs: It sounds like you may have some ingrown pubic hairs which are causing these bumps. Also if you use a razor that is not clean, infection is possible. Please don't "pop" those bumps, as this exposes you to danger from infection. A warm, clean compress may help. If they get more red or swollen, please see a doctor.
