Uncertain about meds: If one is on a thyroid replacement drug such as levothyroxine as treatment for low thyroid function, then the determination of whether or not one needs the drug is usually determined by the TSH test. Levothyroxine does not lower ones blood pressure.

No: If the thyroid med is keeping your thyroid levels normal, it shouldn't cause the blood pressure to be low. It all depends on what kind of thyroid problem you have.
