No cute: From what you wrote i cannot be sure of the diagnosis nor the treatment. Either way if you have eczema or seborrheic dermatis, there is a treatment but no cure.

Eczema allergy: The cause of the eczema may be eye make up which you apply to the eyebrows, etc. Avoid applying all make up and see if the eczema clears up.
