Face expczema: Mild eczema on the face if that is what it is is not in need of urgent treatment. When safe to see a primary care or dermatologist, you can have diagnosis confirmed and correct topical treatment prescribed if needed. Certain rashes may have other diagnosis besides eczema.

Moisturizer: No steroids are allowed near the eye unless under the supervision of an ophthalmologist due to potential severe side effects & complications. Moisturizers and cool compresses might help with the allergic response, and you can take some diphenhydramine (Benadryl) in case this is allergic.
