A ct scan showed a finding of encephalomalcia possibly from a silent stroke. should i see a stroke specialist even though it is 5 yrs old?

No: There's nothing more to be done for that area. Instead, you should focus on what your risk factors are for recurrent stroke: control of high blood pressure, assessment of your carotid arteries, and assessment for atrial fibrillation. See your primary care doctor for a full health checkup with special attention to those areas. Good health!
