Abnormal: May be inaccurate observation, but a known complication of hernia repair is damage to circulation to scrotal tissues- testicle. Did you have bilateral? If not, one side should be unaffected?

No: Having a hernia repair should not affect your testicles at all. I would see your physician and explain your concerns to him/her.
