No, and No: A dog snapping is rarely from rabies. It is usually the sign of a scared animal, poor training, or an issue with the person being snapped at. Rabies will not be transmitted with a bite that breaks the skin.

No: This is pretty typical defensive behavior for a dog. Ifthe dog does bite you and it breaks the skin, it's rabies status should be checked and any stray dog on the street that bites someone needs to be taken into custody and monitored or euthanized and evaluated for rabies. Most pets that have been vaccinated pose little to no risk for rabies, but can do damage none the less, so stay out of reach!
