Absolutely!: There are well known racial disparities in diabetes and hypertension and other conditions including cancer. The cdc has a lot of useful tables available on line to show these.

Yes: Typically african-americans respond better to diuretics ("water pills") and not so well to ace inhibitors. There are always exceptions and each patient should be addressed carefully.
