Not "cause": In reality we do not KNOW the true cause of high blood pressure. We do know many things that will drive it up in a predisposed individual. Considering about 30% of population has HTN, it is fairly common. Smoking and/or any act that stresses the body or mind can drive BP up in someone wo already has HTN or is genetically "ripe" to develop HTN

All cigs increase BP for say 20 min so if you smoke a pack a day (20 cigs) you will have HBP TILL you go to sleep. Not much data on vaping. Don’t bet your Life on it. How do we predict how long you will live? Highest risk OF EARLY death is age, gender, smoking and BP. Then comes BMI. These are best predictors we have on how long you will live.

Several mechanisms : Hypertension (HTN) can resulting in ischemia and abnormality of the conduction system of the heart which may slow heart rate.
After a head injury HTN and a slow heart rate are signs that there may be increase in intra-cranial pressure.
There is also a phenomena where correcting a slow heart rate might resolve HTN see link below.
