No: You need to consult your doctor or go to the closest urgent care facility, especially if short of breath. Do not delay. Post operative respiratory issues can be dangerous.

Probably not normal: It may be normal as a result of anesthesia and medication. However, you should definitely call your doctor. This could be important and you should be seen to be sure that you don't have a serious problem such as a drug allergy or a blood clot.
