Yes: Although this doesn't require that anyone use a scalpel and cut something, many consider the process surgery. If you consider that it is often done in a surgical suite or procedures room, under local or general anesthesia, with all the drapes and sterile equipment, it fits the same general pattern.

I do as a urologist: Ureteroscopy is perfromed under general anesthesia. Ureteral stones can be broken up with laser via ureteroscope, abnormal looking tissus can be biopsied if necessary etc, these are definitely surgical procedures.
