Earwax: See your pediatrician or an ear specialist .They have the tools to remove wax.Once removed use several drops of hydrogen peroxide to keep, the ear canals clean.

Maybe: Ear wax is made in the outer half of the ear canal and most often falls out over time. It does not cause infections.If the kid makes a lot or makes a dry chunky form it can build up. There are several over the counter solutions you can put in the ear to dissolve the wax.Occasionally a trip to have the canal washed out may be required in some.

Yes, it can : Do not try to remove it. It's best for the child to see his pediatrician and get a full ear exam. The blockage that you're seeing might be a foreign object enbedded in wax. Once the pediatrician determines if it is just wax he/she might remove it in the office or prescribe over the counter ear wax removal drops.
